  1. Legisltive staff note that the plan author offered the following comments about his plan:

    “The one “MM” (HPUBC0004) is drawn based on the 2002 majority minoritydistricts, and the other (HPUBC0005) is how I view compliance with the intent of the FairDistricts Amendments. I wanted toreflect how those MM districts affect millions of other Floridians from havingcompact districts.”

    This one I like. The districts are local, and they do not appear to be created just to get someone elected time after time.
