  1. Staff note that the plan author provided the following comments:

    “The primary objective in creating this plan was to maximize minority vote to the fullest extent possible while adhering to all legal requirements.
    The secondary objective was to avoid splitting counties and municipalities unless absolutely necessary.”

    Thank you for taking the time and effort to create the map. I still believe that HPUBC0031 from Sean Phillippi provides the best representation for Palm Beach, Broward and Miami-Dade counties

    I agree that Mr. Phillippi’s plan does many things well. However, his plan unfortunately violates the Voting Rights Act by failing to create a majority black district in Broward/Dade counties. The current 17th district is clearly compact and clearly majority African American, meaning it cannot be dismantled unless lawmakers create a different African American majority district in the same area. The VRA currently protects the 17th, 18th, 21st and 25th districts of Florida. The former must remain at least 55% African American. The latter three must remain at least 60% Hispanic.

      If what you say is true about districts 18, 21, and 25- that they must remain >60% hispanic, I have just submitted a revision to Plan 0070 that meets this goal. However, the new districts are not as compact as the prior ones; now district 21 goes from Bird Rd in Dade county to Pembroke Pines, connecting them with only phosphate mines in between.
