    I like this plan, I am currently in District 3 (Orlando area) and do not like the idea of having the Representative more than 2 hours away Jacksonville. I believe this may shows me to be in the new district 9 which is all in the Orange county. I believe this way I will be better represented with more common interests.

  2. Two shortcomings: One is that you merge existing district 17 and 23 to create a 2/3 black district, while district 17 was already majority-minority. District 23 was minority access and it is eliminated without being replaced. Also you have split the Hispanic areas of Osceola county from Orange county, depriving this population of a minority access district.
