  1. I like what you did with some of these districts. You made interesting choices with districts 17 and 18 that make sense to me. I do not like your district 11 because that district should stay in Hillsborough county and/or incorporate more of the borders of Tampa. While your 11 enhances minority voting power slightly, the requirement is not to diminish, and, as I understand it, only in those districts that were likely in the first place to elect a minority. It would obviously be impossible to apply ‘do not diminish’ everywhere because if you enhance somewhere you must diminish somewhere else. So we must decide which districts that standard applies to. There are two possible tests, one is ‘was the district likely to elect a minority before?’ and another is ‘did the district have a higher percentage of minorities than the rest of the state before?’. 11 would fall under the second test but not the first. But I would hold that the first test is much more logical from the context. I wonder what the courts will say.
