  1. Horsefeathers! Don’t use “political maps”, at all. Why not use existing “non political” maps, i.e. School Districts; Zip Codes; Post Office Service Areas; Flood Control Districts; or, Area Code Maps. Break down further within each area by using school bus routes, area code & prefix, etc.
